Howard graduated in Sociology, studied law and was articled at a Hampshire firm. In 1986 Howard set up Phillips Solicitors with John Phillips, (sadly deceased), Alex Preshaw and Jonathan Pender.  

Howard was appointed Deputy District Judge in 1992, and is one of only a small number 'ticketed' to private law disputes concerning children.  His expertise includes applications for ancillary relief/financial orders arising out of divorce or civil partnership dissolution; and applications for financial remedies under Schedule 1 to the Children Act 1989 in respect of unmarried parents. He deals with a variety of business and personal disputes. He is secretary of the Basingstoke subcommittee of Hampshire Incorporated Law Society. He is proud to be a “Basingstoke Ambassador” for the businesses and people of Basingstoke.

An accredited Family Mediator and Commercial Mediator, Howard has over 30 years experience in this area and leads the team at Town Gate Mediation, the sister company of Phillips Solicitors. 

Howard's aim is to help his personal and business clients to achieve a resolution of what sometimes seem insurmountable financial, business and emotional difficulties. Howard enables them to achieve a fair, reasonable and economically acceptable outcome. A keen horseman, Howard is also a dedicated gardener and bee-keeper.
